Maybe this question is answered elsewhere that I haven't found yet. If so, please accept my humble apologies. I think the rating system is great, but I see one flaw. A program may do very well for a period of time, but eventually every program dies. If each person can only have one vote, and they make a good vote when the program pays, what happens when the program stops paying and the user cannot make another vote to show that the program is not paying? When a program dies, i think the mods and admin will move the program to site on hold or clos/scam section and the rating logo will no longer show the points and will only show "Sites on hold" or "Close/scam"
