Linkedin is a great way, so is skype. I've found the best way really is use some sort of service site, fiverr, elance, whatever and either do some work for someone, or hire them to do work for you, that's a great way to build relations. I can see Facebook or any place really that people are at and social being useful, if you utilize it well.
