This is taken directly from the google blog for the panda update:This update is designed to reduce rankings for low-quality sites—sites which are low-value add for users, copy content from other websites or sites that are just not very useful. At the same time, it will provide better rankings for high-quality sites—sites with original content and information such as research, in-depth reports, thoughtful analysis and so on.
Basically, the Panda updates are designed to target pages that aren’t great quality. This was the first ever penalty that went after “thin content.” This is where users would publish dozens of low-quality, keyword stuffed articles that offered little to no real value for the reader. Many publishers would submit the same article to multiple directories just to get extra links.
The Penguin Update, according to the Google blog, is an “algorithm change targeted at webspam. The change will decrease rankings for sites that are violating Google’s existing quality guidelines.” Google mentions that typical black hat SEO tactics like keyword stuffing (long considered webspam) would get a site in trouble, but less obvious tactics (incorporating irrelevant outgoing links into a page of content) would also cause Penguin to flag your site.
The following 8 rules are again from google's webmaster "quality" guidelines
Avoid hidden text or hidden links.
Don’t use cloaking or sneaky redirects.
Don’t send automated queries to Google.
Don’t load pages with irrelevant keywords.
Don’t create multiple pages, subdomains, or domains with substantially duplicate content.
Don’t create pages with malicious behavior, such as phishing or installing viruses, trojans, or other badware.
Avoid “doorway” pages created just for search engines, or other “cookie cutter” approaches such as affiliate programs with little or no original content.
If your site participates in an affiliate program, make sure that your site adds value. Provide unique and relevant conte
nt that gives users a reason to visit your site first.
They are basically policing sites better to pick up on any of the above guidelines and/or blackhat SEO tactics.
