Page Hijacking should treated as a criminal act. It's a copyright infringement. Once the content is published online, the owner gets an automatic copyright power. You labored with the contents of your site, only to get stolen by unscrupulous schemers. I think Google has a way to penalize websites that use page hijacking.
Page hijacking is achieved by creating a rogue copy of a popular website which shows contents similar to the original to a web crawler but redirects web surfers to unrelated or malicious websites.
