Though I'm not sure why you termed it as "forum submission" when the correct term is "Forum Participation." When you participate in any online forum, you are allowed to promote your link in the signature.
The signature acts as your brand and it attracts attention. Chances are, when they see it, they will click. This isn't, however, the case every day. To earn clicks, your reply to their thread must have value. You need to show them how they can solve their problem.
For example, if the thread asks you "how to write a press release," your reply must enumerate the ten effective techniques on how to write the press release's opening, middle and concluding paragraphs.
