Yes. It's still useful should your comment provides:
1. Value. Are you simply commenting to insert your site's url? If yes then that's not a valuable comment. When you comment, write something that is related to the topic. Share your reaction and feedback.
2. Quantity. Yes, the quality of a comment weighs more but bear in mind that blog commenting is a slow SEO technique. If you're relying on it, never expect you can easily attract visitors to your website.
The ideal process here is, make an effort to visit ten different blogs daily (that are related to your niche of course!) and write a valuable comment, 2 to 3 paragraphs. Do this technique every day so you have a total of 70 comments per week.
