Social exchange sites like SocialClerks & addmefast is free to use but it usually involves lots of work. You need to like, share, follow other people to collect points which you'll be able to "buy" things for. For example, facebook likes. However, new pages often purchase their first likes just to make the page look real, active and legit. SEOClerks is a good option for that because of all the bargain prices. $1 for about 1K likes for instance.
Other ways of gaining likes are by sharing & liking other pages posts & photos. Leave comments using your fanpage and you'll get exposure for sure. Don't over do it though because some might think you're just spamming.
